Rice CISD Band Boosters
Articles of Association
Article I: Name
The name of this organization shall be the Rice CISD Band Boosters, hereinafter called the Boosters.
Article II: Purpose/Dedication of Assets/Distribution of Assets
Purpose
The purpose for which the boosters are organized is exclusively to support the Rice Consolidated Independent School District instrumental music department. Objectives are as follows.
1. To arouse, stimulate, and maintain an enthusiastic interest in all phases of the instrumental music department of the Rice Consolidated Independent School District.
2. To cooperate with those in charge of the instrumental music department and the school administration to see that this department be brought to and kept at the highest possible degree of efficiency.
3. To develop a closer relationship between parents and the school, fostering the musical interest and education of the children, and stimulating the knowledge, performance, and appreciation of finer music.
4. To assist in the purchase of necessary items and other equipment not purchased through the school.
5. To augment or encourage educational trips, contests, or concerts that are approved or sanctioned by the school and the University Interscholastic League (UIL).
6. To aid in chaperoning on band trips.
Dedication of Assets
No part of the net earnings of the Boosters shall inure to the benefit of, or be distributed to its members, trustees, officers, or other private persons, except that the Boosters shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the objectives set forth in paragraph one of Article II hereof. No substantial part of the activities of the Boosters shall be carrying on of propaganda, or otherwise attempting to influence legislation, and the Boosters shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for public office.
Distribution of Assets
Upon dissolution of the Boosters, assets shall be immediately dispersed according to the objectives set forth in paragraph one of Article II hereof.
Article III: Membership
The general membership will consist of the parents/guardians of the Rice CISD music students in grades six through twelve. Membership may also consist of any interested adult individual who has an active interest in music..
Article IV: Meetings
1. The Boosters shall meet a minimum of four times per year.
2. The President, a majority of the Executive Board Members, or a written request from five members of the Boosters may call a special meeting of the general membership.
Article V: Officers
1. The Executive Board will consist of: President, Vice President, Secretary, and Treasurer. The band directors of each school will serve as ex-officio, non-voting members. Chairpersons of standing committees, as may be created by the Boosters, shall report as necessary to the Executive Board at its meetings. Chairpersons will serve as non-voting members at the Executive Board meetings.
2. A description of the general duties of each officer position and current standing committees is included in the attached by-laws.
3. Nominations for officers may be by nominating committee appointed by the President at least two weeks before the last meeting of the current school year. Nominations will also be accepted from the floor prior to voting by the general membership.
4. Officers will be elected at the last meeting of each school year by majority vote of the general membership to serve for the following school year. Any vacancies other than the Presidents position can be filled by a majority vote of the Executive Board. Members of the Executive Board shall call a special meeting of the general membership in order to fill a Presidents vacancy.
5. The officers are to serve for one-year terms.
6. The President can only serve two consecutive terms.
Article VI: Finances
1. Revenue generated from Booster activities shall be used to supplement the overall band program’s budget at the discretion of the Executive Board. Any expense over $2,000.00 will require a vote of the general membership.
2. The Superintendent of Rice CISD must approve any repairs or addendums to the respective band halls.
3. The bank signature cards shall include the following officers: President, Vice President, and Treasurer.
4. Two signatures shall be required for all checks issued by the Treasurer of the Boosters. The two parties signing checks must not be related in any way.
5. All fundraising activities conducted on behalf of the Boosters must be approved in advance by a majority vote of the Executive Board.
6. Refer to the attached by-laws concerning financing for trips.
Article VII: Amendments
These articles may be amended at any general membership meeting by a vote of two-thirds of the members present.
Notice of a proposed amendment signed by at least two members of the Boosters shall be given in writing at a preceding regular meeting or by letter at least two weeks prior to a regular meeting.
Article VIII: Parliamentary Authority
Robert’s Rules of Order, Revised Edition shall be the parliamentary authority of the Boosters except in such cases as the Articles of Association may explain differently.
